Medical Leadership Restructuring Update

May 17, 2016

On behalf of Dr. Jeremy Etherington, Executive Vice President and Chief Medical Officer
Dear Colleagues,
This is a brief update on the medical leadership restructuring process. After extensive review, a revised Medical Department Structure and a revised Medical Operational Leadership Structure are now being implemented. The revised structures will improve patient care, workload equity for medical leaders, and public accountability by increasing the number of physicians in decision-making roles, and increasing funding for medical leadership to more than $3 million.

Clarifying Departmental vs. Operational Roles for Medical Staff

This transition will also help clarify the difference between the two structures for medical staff, physicians, midwives, dentists, oral surgeons and NPs. Medical staff have a unique relationship with health authorities, including self-governance, which is facilitated by the medical departmental structure. At the same time, there is strong evidence that having adequately resourced and trained medical staff co-leading health authority operations improves patient care. Co-leadership is facilitated by the medical operational leadership structure (see Clarifying Departmental vs. Operational Roles (pdf) for further details).
We’re Making Progress

The restructuring process is complex. The transition team and your Executive Medical Directors/Executive Directors (EMD/ED) will be working with all medical and administrative staff leaders to ensure the process is transparent and clearly defined. Right now, we’re finalizing details for each position including clear deliverables, compensation, reporting and inter-relationships, finalizing the transition timeline, and designing an orientation and training program for all positions in the revised structures.
We have also presented to as many LMACs and medical groups as we can to start the conversation about this transition. The transition team and an EMD/ED will be reconnecting with each group multiple times during the restructuring to provide more details. Your involvement and feedback are important during this process to make sure the new structures work effectively. Like all major transitions, we anticipate fine-tuning will occur and want to hear from you if something isn’t working.
There is a tremendous amount of change going on at Island Health in an effort to improve patient-centred care and experience. I thank you for your patience, support and commitment to making this Island Health transition as smooth as possible.
