Strategic Engery Management Plan 2017

Under the Greenhouse Gas Reduction Targets Act, since 2008, all public sector organizations have reported annually on their plans and actions taken to reduce energy use and greenhouse gas (GHG) emissions.  Since 2011, all public sector organizations also report their total GHG emissions for the calendar year as well as offset investments made to achieve net-zero emissions. These reports are known as Carbon Neutral Action Reports (CNARs).

Between April 1st 2015 and March 31st 2016, Westech conducted independent audits of the Fraser, Interior, Provincial, Vancouver Coastal, Northern and Island Health Authorities in British Columbia to ensure that they are consistent with industry best practices. In August 2011, Island Health contracted an external evaluation team to evaluate, in collaboration with Island Health, strategic initiatives being implemented by the organization. The evaluation included a prospective evaluation that focused on Island Health’s model of integrated, community-based service delivery at the Oceanside Health Centre (OHC) that opened in 2013 in Parksville, BC. The Master Campus Plan (MCP) provides a planning framework that offers clear and concise design guidelines for the physical and operational development and character of the Royal Jubilee Hospital (RJH) campus including its buildings, landscape, circulation, public realm, and infrastructure for the next 20 years. It also provides approving authorities, surrounding communities and Island Health itself with as much certainty as possible in developing the character and form of the campus amidst uncertain economic and healthcare delivery challenges.  This document represents the vision and objectives of Island Health, as well as our community partners who have contributed a significant amount of effort towards this plan over the past few years.

The RJH MCP is a requirement of a Master Development Agreement (MDA) between Island Health and the City of Victoria, that resulted from the rezoning process for the Patient Care Centre. This Agreement requires the preparation of an MCP that is approved by the City of Victoria Council prior to the construction of any new buildings on the RJH campus. The following MCP has been submitted to the City of Victoria Planning staff; however, it won’t be presented to Council for approval until Fall 2015. In 2013 Island Health undertook a comprehensive review of substance use services in the region. Its goal was to investigate the system of care for substance use services, and provide a roadmap for improvements. The recommendations from the review build on the strengths of the existing system and address areas for improvement, to assist Island Health in setting priorities for this important service area into the future.  Read the report (pdf)

Every year, approximately 6,000 people die of natural causes on Vancouver Island. How people who are dying choose to spend their last few weeks or days is a deeply personal choice as well as a factor of their care needs. High quality End of Life care is important to everyone dealing with End of Life, including individuals and their families living with end stage cancer, dementia, and significant chronic diseases. Dying within the region served by Island Health mirrors the patterns of how and where people die across Canada in that, generally, access to care and the type of care received, depends on where you live. Many people who are dying may end up in acute care during the last weeks of life when that is neither their care preference, nor their care need. Ensuring that clients have access to a full range of End of Life (EOL) services, including hospice palliative care, can ensure that clients and families coping with EOL issues and care have the appropriate and preferred choice of supports and services available to them.
